How Skip Permits Work in Barnet
If you want to place a skip on a public road or highway in Barnet, you must obtain a skip licence (or highways licence) from the council.
If the skip is placed entirely on private land (driveway, garden, private site), then you do not need a council skip licence.
Below is the full process and key rules.
Hire a Greenwich Skip
1. Who Applies for the Permit?
- The skip hire company/operator must apply for the skip licence in Barnet. Only registered skip companies may submit licence applications.
- As the person booking the skip you must ensure:
- You choose a licensed/registered skip operator
- The licence is approved before the skip is placed
2. How Long Does a Permit Last?
- Barnet’s guidance states that the licence is issued for a specific address and covers the placement while the skip is on the highway.
- For weekly charges the listed fee is shown “Each Week” in the fees and charges schedule.
- If you remain beyond the licence period, renewal or new licence is required.
3. How Much Does the Permit Cost?
From Barnet’s published “Highways fees and charges” (effective from 1 Jan 2025):
- “Licence to place skip on the highway” – £68.52 (7days) – £112.04 (14days) – £199.08 (28days).
- Failure to secure lighting or safety markings on a skip incurs a charge of £127.79 per incident.
- Note: Additional fees apply if the skip is placed in a CPZ, requires parking-bay suspension (£75.13 per bay per day), or is on a traffic sensitive road (Traffic sensitive inspection – £102.00). Administration Charge – £190.12
All prices exclude VAT
4. Where Can You Put the Skip?
- If the skip is placed on the public highway in Barnet (roadway, pavement edge, parking bay) a skip licence and any required parking bay suspension is needed.
- If the skip is placed entirely on private land (driveway/garden/site) then no licence is required from Barnet Council.
- If a parking bay suspension is required (because the skip occupies a parking space) the skip company must request this at least 5 working days before the date the suspension is required.
5. Safety Requirements
- The skip operator must ensure the skip is safely sited: not obstructing pedestrian walkways, traffic lanes, access, or drainage, and must meet Barnet’s highway safety standards.
- Proper lighting and markings must be in place if the skip is on the highway, since failure to secure these carries a stated penalty.
6. Permit Enforcement
- Placing a skip on the highway without a valid licence (or required suspension) may lead to enforcement action by Barnet Council (fines, removal, additional costs).
- Licences are non-refundable once submission/approval occurs.
7. How Long Does Approval Take?
- Barnet states that for skip licence applications: “We require 24 hours’ notice from the skip company to issue them with a licence. If traffic issues or narrow road etc., inspection needed, then may take 3 days to issue.”
- Therefore, allow at least 1–3 working days (or more in complex cases) before skip placement.
8. How the Process Usually Works for You
- You book a skip with a registered/licensed skip-hire company in Barnet.
- Tell them the skip will be placed on the public road/highway (if applicable).
- The skip hire company:
- Registers (if new) as a skip company with the council.
- Applies for the skip licence at the specific address.
- If required, arranges any parking-bay suspension (at least 7 working days’ notice).
- Pays the required fee and any additional charges.
- Waits for the licence to be issued.
- Once approved, the skip is delivered to the site.
- You fill the skip, ensuring permitted materials and safety compliance.
- The skip company collects the skip before the licence expires (or they arrange renewal as necessary).
