How Skip Permits Work in Hackney

If you want to place a skip on a public road or highway in Hackney, you must obtain a skip licence from the council.
If the skip is placed entirely on private land (driveway, garden, site), no skip licence is needed. Below is the full process and key rules.

Hackney issues skip licences for a maximum of four weeks (28 days) on the public highway. If you need a longer placement, you’ll need to liaise with the council/skip operator for extensions or alternative arrangements.

  • The skip licence is required if you place a skip on a public highway (roadway) in Hackney.
  • If the skip is placed entirely on private land (driveway, garden, private site), you do not need a skip licence.
  • If you need to locate the skip in a parking bay, you must also apply for a parking-bay suspension.
  • Hackney will check when processing the application: skip’s location and dimensions, visibility to traffic, waste disposal plan, whether lighting/guarding is involved.
  • Note: Skips on housing estates, on red routes or other special highways may have separate permissions. (Red routes need approval from Transport for London)

  • The skip operator must ensure safe siting: well‐lit if on public highway, reflective markings, cones if needed (in line with highways licensing).
  • The skip hire company must coordinate the licence and comply with Hackney’s high‐way standards.

  • When placing on the road, ensure it does not obstruct traffic, visibility, pedestrian routes—these are criteria in Hackney’s review process.
