How Skip Permits Work in Kensington & Chelsea

If you want to place a skip on a public road or highway in the London Borough of Hammersmith & Fulham, you must obtain a skip licence (permit) from the council.
If the skip is placed entirely on private land (driveway, garden, site), no council permit/licence is required.

Below are the full process and key rules.

1. Who Applies for the Permit?

  • For RBKC, placing a skip on the highway requires a highways licence (for skips) from the council.
  • The skip hire company (or the applicant acting on behalf of the skip company) must handle the licence process.
  • As the person booking the skip, you should ensure you choose a licensed operator and that the licence is approved before the skip is delivered.
2. How Long Does a Permit Last?

  • RBKC issues skip licences/permits for a maximum period of one month (30 days) for placing the skip on the highway.
  • The licence must be renewed if the skip remains beyond that period.
3. How Much Does the Permit Cost?

  • A fixed fee per permit
  • Extra charges if:
    • You need an extension
    • You want to place the skip in a controlled parking zone (CPZ)
    • Special traffic management is needed

4. Where Can You Put the Skip?

  • On the public highway (road, pavement edge, parking bay) you must have the permit/licence.
  • If the skip is entirely on private land (driveway, garden, private site) no licence is required from RBKC.
  • Placement must take into account width/length restrictions: for example, RBKC states the skip should be no longer than five metres and no wider than two metres when on the highway.
  • Skips cannot be of such size or type (e.g., roll-on/roll-off containers) that they exceed the permissible dimensions or fail to meet the Builders Skip (Markings) Regulations.
5. Safety Requirements

  • The skip hire company must ensure the skip is safely and legally sited: reflective markings, lighting at night, cones/barriers if required. RBKC explicitly states for skip on the highway you must “put warning lights on the skip from 30 minutes after sunset to 30 minutes before sunrise.”
  • The skip must be properly maintained, not over-filled, and must comply with the council’s highway/road safety standards. Unauthorised/unsafe placement may lead to enforcement.
6. Permit Enforcement

  • If you place a skip on the public highway in Kensington & Chelsea without the correct licence, you may face a fine (up to £1,000) and further enforcement.
  • The council may also take action for damage to the highway or improper siting.
7. How Long Does Approval Take?

  • According to the RBKC application guidance: upon submission of a completed application form and payment, the council will review the application. The standard timescale is up to 10 working days once application received.
  • If you need a parking bay suspension (or if the skip is on a red route or restricted highway), you should allow extra time/notice.
8. How the Process Usually Works for You

  1. You book a skip with a licensed skip-hire operator in Kensington & Chelsea.
  2. You inform them that the skip will be placed on a public road/highway (if applicable).
  3. The skip hire company:
    • Downloads and completes the RBKC highways licence/skip permit application form.
    • Submits the application form (by email or post) to RBKC and pay the fee and any suspension/parking bay fees.
    • Waits for the licence to be issued (allowing up to ~10 working days, depending on complexity).
  4. Once the licence is approved, the skip is delivered.
  5. You fill the skip, respecting the size and siting requirements and safety rules.
  6. The skip hire company collects the skip before the licence expires (or arranges renewal if needed).
  7. If the skip is removed early and a parking suspension was paid for, you must notify the council to request any refund (if applicable).
