You do not need a permit to place a skip on private property as long as you have the landowner’s permission. If the skip needs to be placed on a public site, such as a public highway, a skip permit must be applied for.

Section 139 of the Highways Act 1980 requires anyone placing a skip on a public road to obtain a licence or permit from their local authority. However, many London councils say that the skip provider must apply for any permit needed.
